Advocacy Workshop Module Development to Accelerate Reduction of Maternal, Newborn, and Child Mortality

I. Introduction

In relation to the development of the curricula and training plan, Health Support Project (HSP) and Women Research Institute (WRI) during the next six-month period will organized 14 workshops in districts namely: (1) Serang; (2) Tangerang; (3) Jakarta Barat; (4) Jember; (5) Malang; (6) Aceh Barat; (7) Aceh Besar; (8) Banda Aceh; (9) Deli Serdang; (10) Medan; (11) Sumedang; (12) Kota Bandung; (13) Bogor; (14) Aceh Jaya and (15) Kediri. However, referring to the condition of districts and cities, the plan to conduct the training in six-month period had to be extended until November 2007.

During September to end of October 2007, due to the fasting month and Moslem holiday, HSP and WRI dedicated its time to work on the revision of the module.

II. Achievements

As stated in the contract, this program is a capacity building program in strengthening skills of advocacy aims to assist the Ministry of Health in accelerating the reduction of maternal, newborn, and child (MNC) mortality with the support from Indonesia Health Services Project (HSP). One of the strategies is to conduct advocacy at the national, provincial, and district levels, as well as ensure that there will be sufficient resources allocated to reduce MNC mortality. Along with decentralization regulations, this program emphasizes advocacy work at district levels by strengthening District Health Office capacities in advocacy.

Due to the fasting month and Moslem holiday, the advocacy training had to be postponed until early November 2007. Therefore, during this period the activities are more on revising the draft module.

III. Lessons Learned

The Development of the Draft Module

In order to accommodate all inputs for the draft module, on September 20, 2007 HSP held a meeting to get feedback on the module. The participants of this meeting were representative from MoH and representative from international organizations. The meeting was take place in HSP’s office. The meeting was fruitful and helps WRI and HSP to move forward in revising the module.

The revision of the draft module is based on inputs from the aforementioned meeting and experiences emerge from the workshops processes. Up till now the draft module that being revised is the 4th draft, and still work in progress. On September 28, 2007 this draft module also had being discussed with Ms Jennifer Bowman, consultant of HSP on Advocacy Training.

The comments are very positive and constructive for the improvement of the Module. Ms Bowman provides useful inputs and she found the topic of Budget Analysis and Real Setting of Advocacy are the strength of this module. Due to the lack of time, Ms Bowman promised to provide more complete inputs on October 9, 2007 at HSP’s office.

Based on the inputs from Ms Bowman given during the meeting on October 9, 2007, HSP and WRI agree to incorporate all inputs including all inputs given on the meeting with the Ministry of Health (MoH) and representative from the International organization, for the revision of the draft module. ***
