Reflections

• The research result on access and utilization of health services for poor women in seven districts, has show that services and utilization for reproductive health, particularly maternal health for poor women still very poor, moreover the budget allocation for reproductive and maternal health services in the research areas in average not more than 2% out of the district health office budget. This research also shows that the policy on maternal and reproductive health in the research areas are not exists yet.
• WRI currently had extensive data related to reproductive health services in seven districts that can be developed as data base on reproductive health services. The data may also be used as sources of several publications under the theme of Women’s Health Services that will be delved through the discussion with experts.

Reflections

• The first research design only planned to look at the access and utilization of health services for poor women in five districts. During WRI’s research preparation, the institution learned that some districts to be researched are not representing poor areas. Thus, based on discussion with several experts WRI added the research sites as well as change some of the places so it may collect the data which representing the poor. Further explanation about this can be seen below.

• The interaction of WRI’s activities under different grant may enhance the work implemented under Ford Foundation’s support. During 2007, WRI also trained the multi stakeholders of 15 districts on advocacy to reduce maternal mortality in addition to improve the budget allocation on health services particularly for mother and child. The outputs of this program i.e. budget analysis regarding health services in 15 districts and module on advocacy and on budget analysis, may help WRI achieve its long term goals to improve the condition and position of women in Indonesia.

Achievement

In 2006 WRI had finalized its research activity on “The Impact of Gender Budgeting Advocacies in Six Regions in Indonesia”. Besides attain the data, WRI also provides capacity building, especially towards the executive and legislative at the local level of the six research areas. The research result at the moment is in the final stage of editing and lay out. It is hoped that the book on “The Impact of Gender Budgeting Advocacies in Six Regions in Indonesia” will be published and launched August 30, 2006.

Since its establishment, WRI had expanded its network not only at the national and local level, but also at the international level. WRI received invitations to present the research results and views on the impact of regional autonomy towards women’s participation. WRI also being asked to give gender analysis training an gender budgeting training due to its experiences in this particular subject. Many invitations such as being asked to become advisors to the Government of Indonesia’s delegation to the UN’s Conference on the Advancement of Women in New York is an example that WRI had been regarded as an organization that has strong view on the issue of gender and governance in Indonesia.

Achievement

Compare to its first one year of work in 2004, WRI had actively produced its outputs in publication on the theme of gender and governance during 2005 as can be seen separately along with this report. During this year, WRI had published four books namely: (1) “Representasi Perempuan dalam Kebijakan Publik di Era Otonomi Daerah”, This book contains findings from the first phase research of WRI in nine districts/cities, including Banda Aceh; (2) “Identitas Politik Perempuan Aceh” by Edriana Noerdin; (3) “Metode-metode Feminis dalam Penelitian Sosial” by Shulamit Reinharz; (4) Training Module on “Analisa Gender dan Anggaran Berkeadilan Gender”. Where as the book on “Potret Kemiskinan Perempuan” is still in the phase of final editing. The cover of the book had been finalised, hopefully in early February 2006 this book may be published.

Achievement

In January 2005, WRI had finalized the editing of the three publications that planned to be published in March 2005. As consequence of WRI’s research findings, WRI received many invitations to present its research experience and thought particularly in the impact of regional autonomy towards women’s participation. WRI’s people also being asked to facilitate how to mainstream gender perspective in activities such as poverty reduction, capacity development in the context of regional autonomy.
