Research on Gender Budget

The government has already stated its intention to achieve gender equity and justice by issuing a gender mainstreaming policy for all of its work programs (Inpres No. 9 of 2000). At the same time, however, there is still inequality between gender responsive policy and work programs as well as the way that government undertakes the allocation as well as the use of its budget.

Gender budgeting represents the product of gender justice and equity. In addition, gender budgeting is also the responsibility of national and regional governments to enhance the quality of life of marginal groups including women.

The government in running programs needs the funds that are issued in regional (APBD) and national (APBN) budgets. The commitment of government to apply gender mainstreaming in all of its work programs should give rise to national and regional budgets that are gender-responsive for the enhancement of the quality of life of society, including women.

  1. Research on Methodologies, Strategies, and Tools for Gender Budgeting
    This literature study will look at the development of ideas and experiences in gender budget advocacies, the implementation of this budgeting, and how to develop a model for the implementation of gender budgeting (methodologies, tools, and strategies) based on the experiences of various countries. The results of this small research will be published in a Gender Budget Up-date fact-sheet.

    The Gender Budget Up-date contains up to date information on the development of concepts, tools, methodologies, and strategies to develop gender budget advocacy, as well as examples of advocates’ success in implementing gender budget advocacy in Indonesia and other countries. The objective of this fact sheet is to support the increase in the level of women’s participation in politics and the public domain, which in turn will support advocacy for gender budgeting.
     

  2. Research on Good Practices of Gender Budgeting Based on the Experiences of Various Countries
    This research aims to reveal the effectiveness of the strategies that have been used in developing gender responsive policies and budgeting in increasing the participation of women in planning and budgeting processes. Also, it will examine their effectiveness in increasing the quality of life of marginal groups, including women. In addition, this research describes the experiences of various countries in their effort to implement gender budgeting and to develop a model (methodologies, tools, and strategies), as well as how this model can be adapted to the political, social, and cultural conditions of Indonesia.
     
  3. Study on the Impact of the Successful Implementation of Gender Budgeting in the Regional Autonomy Era
    This research aims to look at the extent of the implementation gender budgeting in the regional autonomy era and the impact of its success. This research will provide disaggregated data and reveal the areas which are considered successful in implementing gender budgeting and the factors behind this success. These areas can serve as a model for other areas for the implementation of gender budgeting. ***
